Standard Time has befallen us again. Does it make sense that
we can all agree, at the state level, to remain on Standard Time, but cannot
decide to permanently adopt the alternative? Only an act of Congress can
cause semi-annual clock-change routines to end with Daylight Time being
declared permanent. The Uniform
Time Act of 1966 provided for that. Several attempts to cause the adoption
of no-change Daylight Time have died during the legislative process.
Consideration of the issue of eliminating time-change peaks twice each year,
but quickly fades as most folks soon modify their daily habits to comply.
The change-pain is probably most severe to members of the dairy industry who
fail to convince milk producing animals to willingly change their lactating
cycles. I suppose, too, that airline activities are significantly
impacted by the required semi-annual clock manipulations. Still, I would
prefer to not become engulfed in the darkness of night so early in the day that
is brought on by the November switch to Standard Time.
